Identified need / issue /opportunity
The Welsh Government recognise the need for institutions to be more flexible in the delivery of their programmes and as such produced a strategic document entitled ‘For our Future: A 21st Century Higher Education Plan for Wales’ (2009). This plan considered “more coherently planned and organised provision for the benefit of local learners and employers” to be a key priority for higher education institutions in Wales. In the document, the Welsh Government state:

“We want higher education, as routine, to work closely with many more businesses, employers, and employer organisations in Wales and internationally, with both sides benefiting through knowledge exploitation, consultancy, better tailored and targeted workforce development programmes, spinout and other support services. Such exploitation will develop new business and employment opportunities.”

 

The University’s Learning, Teaching and Assessment Strategy strongly reflects these Welsh Assembly objectives. The Strategy also upholds the national priority to support a buoyant economy by retaining employability as one of its four themes and highlighting the importance of developing a clearly defined approach to the provision of graduate attributes. It also emphasises the engagement of students and staff with employers, and increased provision of flexible, work-based learning opportunities.

 

As WBL (in its various forms) increases, it is important to ensure that the quality of provision remains at an optimum standard. Therefore, Cardiff Met requires an institutional strategy which will guide developments and good practice in WBL across the institution in order that the University is able to meet the needs of new student markets and continue to fulfil learner expectations. The Work-Based Learning (WBL) Maturity toolkit will be used to evaluate the institution’s current readiness for developing and delivering WBL. The findings of this evaluation will be used to inform a new strategy for WBL.

Objectives
  • To establish the institution's current readiness for the design and delivery of WBL
  • To identify the institution's strengths as well as areas for development in WBL
  • To use the evaluation outcomes to inform a new WBL strategy that will guide developments in WBL across Cardiff Met.  
Brief description and what success will look like

At the end of the pilot project, success will be:

  1. Having completed the self-assessment using relevant Institutional Readiness criteria
  2. The development of a clear picture of current WBL practices and provision at Cardiff Met
  3. The completion of a plan/draft institutional WBL strategy
Areas of the toolkit used
Section 1, Institutional Readiness, will be used in this pilot. However, the toolkit will be customised to suit the needs of Cardiff Met. This may include omitting several sub-sections and tailoring criteria.
