The toolkit is primarily intended for use by higher and further education institutions ideally working in partnership.

Within institutions, it can be used, at a simple level, by programme/course teams to help in enhancement activities, though it is recommended that programme teams co-opt members of their support services to help them in their enhancement planning e.g. from blended learning, e-learning, IS, QA/QE, WBL support teams.

The toolkit can also be used by a wider group of institutional personnel in a more strategic way e.g. to align institutional strategies, policies, structures, resources, processes and systems, partnership development to support work-based learning.
